Not address, "Local presence", which means that you need a company 
registration number
in that country. This means: Just set up a branch and register how many 
domains you want.
If you don't feel like doing that, most registrars offers compliance 
help, which means they
will do nominee domain holding for you, for a slight fee. Since there 
are no "max amount of
domains per company"-rule in .FR, it means they can provide this service 
at a very low price.

But what's most backward with Malta is the manual verification before 
registration. It's just
makes no sense.  It's still just as easy to register domains on fake 
companies, the only thing
this step can help with is to protects the brand names for huge companies.

These companies already purchase brand name protection services, and 
since .com.mt's
nameservers allows zone transfers, it's very easy for them to monitor 
the zone for new registrations
which might infringe on their clients brands.
