For all of those slagging off Malta: Try to register a .fr or .jp domain for example. France or Japan do not even allow you to register a domain unless you have a French or Japanese address (or pay someone a significant fee to do it on your behalf). There are plenty of other ccTLDs that do this. Domains do not fall under common EU rules either - every country has the right to do more or less whatever it pleases.
Malta is actually not the worst in this aspect. If there are ever problems with the domain, you will *really* appreciate the extra identity verification step.
