A permanent IP # - that's a dedicated address on the Internet,
but costs extra (?). What does your service agreement say?

Colba's service agreement (not a contract) does not guarantee any
level of service! The last time I spoke to vif.com (my current
supplier), they spewed nonsense about how management didn't "buy
enough IP #" from BellNexia". Oligopoly Я Us!

I'm guessing some ISPs are optimizing their ration of either
bandwidth or IP # or both and re-selling to VOIP providers. So
their profit picture depends on disrupting service at any time!
