If that doesn't work, make sure URL Content Filtering is disabled on
your router. Try using opendns IPs on your computer instead of your
router's parameters. And as a last resort, you could also factory
reset it.

Google's changes have nothing to do, they are just ULA type of rules
changes and your problem started WAY before that.
My suspicion is that your router has the wrong MTU settings. Reboot
it . Not only a software reboot via the web interface. Unplug the
sucker from hydro for 1 minute and power it back.
