That rule appears to not be working for cloze-type cards. I just started today's reviews, and in the first 10 cards or so, five or six were from only two "parent" cloze-type cards. And that was not due to the small "not memorised" pool -- there were ~90 scheduled cards and 15 not memorised. The 5-6 sister cards which were presented all had grades of 4.
So my sense of too many sister cards appearing on the same day is not due only to the small pool of non-memorised cards.
