A TalkBack update does not update your TTS. As such there is nothing
more to write about it. The default TTS on most phones these days is
the Google TTS. An update to the TTS has constrained certain voice
options, so if you don't want the TTS situation on your phone to
change, just not update/install Google TTS. Keep TalkBack updated, it
is independent of the TTS. You can also use other TTS voices with
TalkBack. The free eSpeak by the Eyes-Free Group could be one option,
there is a paid version of eSpeak available from another developer
that provides more eSpeak voices including the Klatt variant. But the
free version is fine. If you have to change the TTS option, you can
change it from settings/language and input.
Best,
