Yeah, I would strongly push toward the Atlassian suite. They offer free open-source licenses and approved other ColdFusion projects as well, most recently cfcommons. The JIRA product couldn't be simpler and offers great agile software tracking as well as other useful features such as voting, etc. The wiki package - confluence is a great solution for managing content as well.
There are a few solutions for importing TRAC tickets as well into confluence. I'm not sure on the wiki side of things but it wouldn't be that much work (my guess) to even manually port the wiki side of things. If you would like a quick overview of how we use JIRA/Confluence for ColdFusion development I can do a quick webex/screencast for you. This is definitely something that I would be more than willing to help with. I believe they also host the services in their cloud sourcing option for free as well.
