Hey Doug, If you put up with using Trac, there is certainly no way that JIRA would be more confusing :) . For what it's worth the overall cost isn't too bad either - for 10 users it's just $10 and all the proceeds go to charity. For more you pay per level, with that max (unlimited projects) going for 25 it's $1,200 and 50 it's $2,200 - that's active log-ins. To be clear, these are issue tracking software - you'd still need to find a solution for hosting the repositories - this just hooks in issues / tickets and makes it easy to track against your source repositories (SVN,CVS,etc).
If you'd be up to it, I'd love to give you a demo on how we use it, the agile features and how it ties directly into Eclipse/CFBuilder using MyLyn. We used Trac for a long time before I had to abandon it because the multiple project support was just awful. Feel free to contact me off list and we can setup a time.
