I think when Paul says London is most 'conductive' to the Mod lifestyle he is referring to the old 'clean living under difficult circumstances' thing. London's water, being a heady combination of Thames effluent and scale, makes even light bathing extremely difficult. And you can't get a decent pie for love nor money either.
