For what it's worth, I've been noticing the same/similar problem. 
Even though I have a "clear" link to the server (cable-modem), a
transfer will "hang" for a while, then continue after 15-30 seconds. 
This is especially the case when accessing a directory listing and
having to fetch all the little icon gifs.
