Penny,
The trick is to kill the oldest process (the one with the lowest pid), or
use a script that should be somewhere like
/etc/rc.d/init.d/httpd stop
or better still
/etc/rc.d/init.d/httpd restart
This makes use of a file containing the pid, usually /var/run/httpd.pid to
get the correct process id of that critical first process (the one that
spawns new processes if it sees the pool is shrinking).
