Lest I appear totally incohherent, let me
clean up my edits...
The "Carrier" shouldn't have to check with the
"Telco".
The Telco should follow the rating designated
in the Carrier.
The Telco isn't the ultimate authority. The
FCC is.
In these cases it is often the Telco that
has an issue
The FCC ruling on Moday regarding Wireline/Wireless
number porting makes this unmistakeably clear.
Just to keep things in perspective.
