This sounds like a .Net issue, where by the ASPNet account does not have permissions to the .Net Framework folder under the Windows directory.

 

Basically, double check the ASPNet permissions.

The rest of webmail works fine. I looked at the properties for that asp file and there was nothing restricting access. Any suggestions?
