I don't see why you should care either. But it sounds like you DO care.
You obviously have a working setup. Why does anything need to change?

If you want to use the latest version of Mojolicious, then surely you
can install Mojo::Server::CGI from a separate distribution. Or if you
can't install new modules, then you probably shouldn't try to upgrade
Mojolicious either.

I'm trying to understand why you're objecting. Help?
