it's up to you. But from what I know, you need to have: 1. an apple enterprise plan 2. one (or more) monotouch enterprise licenses (depends on how many dev's you have, I think)
who pays for them is up to you and your client :) You could buy them and budget them as a cost of doing business, or they could buy them and own them, and allow you to use them for the duration of the project. It's really between you and them.
