I absolutely hate dealers that do that. I've mentioned before a good rule of thumb I use when people ask my opinion about the price of something, is what would that same dealer offer to buy it at if you had one for sale. If it's a solid piece and a reputable dealer the answer really should be somewhere in the 50% or more range. I know I'm happy to pay a bigger percentage than that on some of David's least favorite titles (sci-fi/horror) and on exceptional pieces from classic cinema.
