i ended an auction early 2 weeks ago because the bidder was from europe with
small feedback. i forget to set the item as NO OUTSIDE USA delivery. the item
was a 9.99 auction book----very, very, very thick/heavy. bidder was likely to
be the only bid. so why risk spending 25/30 postage in a no-win situation.
there is no delivery confirm at that rate., so if the buyer is not honorable, i
lose the book, plus the postage. the upside would have been a net on 8.00.
hence----stupid on my part.

i have never been burnt with buyers outside the USA, but the potential is
there.

The way it works now. YOU were supposed to wrap the parcel and get it into
the mail within 5 seconds of his money hitting your PP account.

I guess the safer way is to acknowledge the payment and tell the buyer when
    you are going to ship.
