i ended an auction early 2 weeks ago because the bidder was from europe  
with small feedback.  i forget to set the item as NO OUTSIDE USA  delivery.  
the item was a 9.99 auction book----very, very, very  thick/heavy.  bidder 
was likely to be the only bid.  so why risk  spending 25/30 postage in a 
no-win situation.  there is no delivery confirm  at that rate., so if the buyer 
is not honorable, i lose the book, plus the  postage.  the upside would have 
been a net on 8.00.  hence----stupid  on my part. 
 
i have never been burnt with buyers outside the USA, but the potential  is 
there.

I guess the  safer way is to acknowledge the payment and tell the buyer 
when 
you are  going to ship.
