Yes--I've gotten that and it is another of their ways to keep you from contacting sellers privately. They have done far more than preventing off-ebay private transactions. They have encouraged shill bidding and there is no way to check if it is being done or to inform ebay about shill bidding. Buyer beware is never more important than now. I just tried to ask a question about a poster on eBay, but instead of the contact box, they only give me this: 'We're sorry we couldn't find an answer for you.
