Actually, Rich, that's not necessarily true, especially if you are a
non-US buyer, it depends on the settings. I recently wanted to ask a
US seller whether he would ship to Canada and I got the same message
as Helmut, with NO options.
I think this is a new setting for US eBay sellers who do not want to
ship overseas. It means, rather than answering questions from buyers
in countries they do not ship to, they can simply choose NOT to
answer questions.

Claude is correct that it's keeping people from contacting each other.
but there are other ways. You can actually get all seller
information by requesting it via a special form. even includes an
address & phone #
to Helmut's original query.. yes.. ebay has made you jump through a
couple extra hoops, but if you choose "other" in questions, you get
a pop out with a box to enter a question yourself
