Not at all. The issue is replacement and painting of missing paper. That would be restoration.
Conservation would just be de-acidifying the poster, and professionally mounting it on acid free linen or paper, using archivally safe acid-free materials, to prevent further damage resulting from further handling. Old posters were printed on acid-laden, cheap paper, that becomes very brittle with time. Simple unfolding and refolding the poster, even carefully, may result in new tears or chunks of it to literally falling away. If missing paper is not being replaced, and holes in the cross folds or along the margins are left as is, and the fold lines are not re-painted, then I call it restoration.
