One carrier who used to insure collectibles for up to €25.000 is DHL Express. I don‘t know if they still do, but if the issue is at hand, it should be worth to study their Terms of Service. I suggest to do that yourself and NOT rely on the opinion of some hotline geek.
As to charging but not paying: UPS Germany actually states in their ToS that they do not pay insurance on colllectibles AND that they are under no obligation to tell you this.
