so is she worthy because she's already small, meek and a beggar? or because she's a woman? I think you could change this to 'man' and the mayor could still say the same thing.
taken in context, in that time period is it just that women, because they are women are more worthy just because they are women and it's men that really have to do all the work to become worthy...
