Who do you propose do the ruling of the people from the intellectual level?

Well, it is a delicate question, to be sure. But I think the goal that humanity should strive for is to build a society that is aimed at balance between the levels but with a constant supremacy of the intellectual level - that is, social value patterns must never be allowed to strange peoples intellectual development. The governance should ideally be one of the people, a people that is guided by intellectual patterns rather then social ones first and foremost. One way to bring this about is theoretically that a avant-garde takes control of society and reshape it in this fashion - this would not be a democracy of course, but it would be aimed at bringing about a society where people would be more "enlightened" (to abuse that word a bit) in the sense that they will be free from the social patterns that constrained them before and able to focus on intellectual development. That would be the new norm - originating in the intellectual level and transferred to the social.

So, in essence, democracy would be moral when humanity has been raised to a level when intellectual values is the pre-dominant. As it is now, democracy will more often then not be in service of the social level.

A small point, but -
I must protest here. Democracy is "the rule of the people" and so it
naturally follows that democracy is only MOQ-moral if the people ruling is
ruled by the intellectual level above the social level. This is not the
case. Anywhere.
