That the costs of any action are weighed against its benefits. 
And as Krimel points out, the costs are measured in money.

But the free market can be the sum of a series of rational, 
intellectual decisions.  This should be our goal.

And that summation was called the invisible hand by Adam Smith and evolution by 
Darwin. When expressed graphically as a bell curve its shape determines a lot 
about life below the curve. We can and do many things to affect the shape of 
socio-demographic curves. We have a long tradition of encouraging homeownership 
through tax incentives. We have programs in schools to change the probability 
of drug use in teens. We measure Value in literacy rates, homeless rates, 
number of billionaires. We alter the flow of rivers of capital and drive time 
traffic. Money is not the only measure of Value and it is often an impediment 
to the expression of Quality.

I think having a goal is the first step in defining purpose.
I think acting purposefully is more effective than leaving everything to chance.
It is one thing to start from Ooops!
And another to end there.
