The idea is to see those as intellectual categories that follow from experience rather than the pre-existing conditions which make experience possible. Quality is experience prior to such intellectual distinctions. This is a real sticking point because people tend to imagine this pre-intellectual experience as the experience of an objective reality by the subjective experiencer. But it's important to realize that Quality is experience before there is even a distinction between knower and known. As William James rhetorically asked, is it the river that defines the banks or do the banks determine the river? If I understand the idea here, the answer is "yes". I like his analogy not only because the river and the banks always define each other but also because they are both constantly in flux.
