The law with individuals to back them up with enforce it.  Voluntary pay by 
those 
that want the park, not forced taxes.

Of course tolls, but that doesn't mean you'll be paying a toll every minute.  
There would 
be no demand for that realistically.  So you're off-topic and being emotive, 
irrational.

Nick:
Most roads now are made by private companies that are contracted out.  Nobody 
forces people to make roads.  The government is the coercive middle-man not 
doing 
the actual roadwork.
