I don't see how "discounting" something is at all different from "making it
insignificant". These terms both mean the same thing; to disregard something
because it has no importance or meaning. Insignificant means "of no account"
and "worthless". If I were in the mood for a joke, I'd say your distinction
should not be discounted because it is so insignificant.

Minimizing the impact of something by spreading it evenly across conditions
says nothing about the "value" of the variable from some other point of
view. 

To equalize the sexes in a taste test doesn't mean that we needn't ever look
at gender only that we want to minimize its importance in this test; from
this point of view. We can do other tests and manipulate other variables
later as we mix and match other points of view. 

After all, we are  always looking at relationships and their relative
significance from one point of view or another.
