I can say without fear of contradiction that Platt would view this as
nothing but ill-thought governmental socialism at its worst.

Just on that John...your example shows here as well: the Lord mayor of
Amsterdam (where I live) wants to have 'hot-spots' everywhere here so that
people can have access to the internet everywhere (yeah,including the
red-light district!).
Needless to say he isn't going to get it. The 3 or 4 private companies
dominating the market at the moment oppose it.
Platt would indeed see any sharing of gains made as socialist.
