rules and regulations that force businesses to actually pay for the cost of
doing business?

Correction. The consumer pays for the costs of doing business, including the
taxes imposed on business.

And the consumer should pay the full cost of the product. Requiring the
producer to pay for the cost of production influences the charge for the
goods and service. Allowing the producer to dump crud in the air and water
may cheapen the price of the goods but it passes the true cost of production
on to whoever has to deal with foul air and water.

At the point where air and water are foul we have a public problem and
require a public solution hence the need for government. Some of us bed
wetters think government should require a solution at the source before it
even becomes a public problem.

Now, are you an anarchist or what?
