You can sit there and set a minimum wage, a magic number that by the time legislation passes is obsolete, or you can do it the Japanese and way that the lowest guy will make no less than 1/7th the CEO. That means if the CEO pulls $350k per year, the janitor will make $50. Unless the company is privately owned then the owners take can be whatever. It's like only putting one string on guitar or a piano. you can tune and strike it and you will hear just that one note. But once the rest of the strings are installed and tuned, that particular string is going to sound different. Not better or worse, just different due tot he presence of the rest of the strings.
