Adding 2 and 2 and getting 5 has nothing to do with variations or
precision or perception.  It is simply the result of a rounding
function.

1. How the rounding is done and by where the limit is put determines the
outcome.
   2 decimal round 4 decimal round. Round up vs. round down --variation
and precision

2. The result of that functions repeatabitltiy in regard to rounding
using the same 
 specifications of the limit which may vary, includes (error) coupled
with numerouse
  measurements to average, this determines-accuracy.

3. The over all outcome of this round detmines the perception of the
object being measured
   as being acceptable or not for the intended use. An aspect of it's
quality.
