As far as responsiblity goes, I assume NO ONE has taught them.  That
includes previous teachers.  Most of 8th graders can read fluently and sound
great, but when asked what they read, they go blank.  There's a lot of
decoding going on, but not real reading.  My job is to teach them.  If last
year's reading teacher (or math, or social studies, or science teachers)
didn't do it, then it becomes my responsiblity.  If their parents didn't do
it, then it becomes my responsibility.  If their genetics, disabilities,
language skills, place of birth, or whatever had limited their learning,
then it becomes my responsibility.  Now, do I give them the answers to
everything?  Not at all, but I teach them how to learn, I teach memory
skills, critical thinking, and how to read.  It's like the old adage, "Give
a man a fish...but teach him how to fish...."
