In our district, we have more reading support at the primary grades.  We have 
staff that teach one to one and small groups.  Our "intervention" period ends 
at 5th grade.  There are literacy coaches at the middle school and high school, 
but they work with the teachers more and also do some inclusion.  4th and 5th 
grade is really the last shot we have with students to provide them with the 
strategies they need to be successful with at-grade level work.
 
Fortunately, our district sees the benefit of prevention in the primary grades. 
 Unfortunately, the rigor of our curriculum means more at-risk students.  In 
other places, these students would probably be "average".

I'm so jealous!  We have (for the first time!) a reading specialist (and no 
paras) that divides her time between 2 buildings with a total of approximately 
1500 students.  She is spread tooooo thin!  For example, she sees five 3rd 
graders for 30 minutes twice a week.

However, my (related) question is -- why is the focus at the intermediate 
grades?  It seems like it's remedial work now, rather than preventative work 
that could be done with the primary kids.  Is it a reaction to test scores?
