have encountered.

opened

Text reader such as Read and Write Gold so students can independently
listen to text or specific parts of texts that they need to repeat in order
to
understand
Use rubrics so students have a visual model of teacher expectations
Use actual photographs and or picture symbols to associate words with
meaning

For fluency
  Read and Write Gold
  Fluency CD's by Raisinski
