Actually, in the 40 years I've been around, I've never seen a teacher who 
didn't teach phonics,

 Well actually you can approach phonics in very different ways...analytic or 
synthetic there isn't just one way to teach phonics....assuming that different 
approaches to teaching phonics are equal is very dangerous...and teaching 
isolated skills is very scary and most Whole Language teachers did teach letter 
sound relationships through mini lessons and development writing.

Phonics is a necessary component of learning to read.  You can't memorize all 
of 
the words in the English language.  You need skills to know how to approach a 
words you don't know.  I did a lot of subbing in the middle schools during the 
whole language time.  The kids who had no phonics stood out and had no clue how 
to approach words they hadn't memorized.
