It might be necessary to implement a reading block that excludes pull out 
during these times. Those students who are being pulled out need to be in your 
classroom for tier 1 instruction and pulled out as an extra added layer of 
support.

I had the same situation in the past. I found that it was best to teach in 
small groups. This way I was able to adjust the lesson according to level and 
where they were in the writing process.

I am looking for ideas regarding how to implement a writing and reading
workshop model for all students, working around Pull-outs for Title-1 and
ESL (often up to one half of the class!), and of course specials, etc...
There are so few hour long (at least!) chunks of time when I have my whole
third grade class in the classroom without being subject to mandatory
pull-outs. Any great ideas?
