this same .mil webmail site, email from Windows XP with internet
explorer, and firefox.
So the config that fails probably has different (fewer) certs from your
chain installed than the config that succeeds.
Obviously something else is amiss.

Any further analysis would be aided by the output of the ssltap program.
Perhaps someone else here can advise you how to try that.
