So John,

I'm confused on what is working and what isn't.

Does this work if you typed you password correctly then visit the site, or does it always fail on this site (the latter makes more sense to me).

The site you are trying to access should send a list of CA's that it accepts. Firefox and Mozilla (and the old netscape clients for that matter) will only select signing certs that match the list the server sends. If the server is not configured to send the correct CAs, then Mozilla and Firefox will not even present the certs in your list. If you have all the right chains in your client, it seems that the error is on the server's side.

Ok, I tried from mozilla as well.

Despite downloading the DoD certificates I was told to get, it says this when I go to the site in mozilla, after prompting me for my card ID.
