You asked about mozilla, so I'm guessing you are asking about the
"mozilla application suite" (a.k.a. seamonkey), the original browser
product from the mozilla foundation.  If you're asking about FireFox,
this answer doesn't apply

In the preferences dialog, go to Privacy&Security -> Certificates
and select "Ask Every Time".

However, mozilla will not prompt you if it thinks that you have no
user certificate (that is, cert with private key) that is issued
(directly or indirectly) by any of the CAs listed by the https server.
