For simplicity sake, a custom 404 CGI script and a flatfile DB of 
changes.  For example:
/docs/ /docs/dev/

This would allow the 404 to have information on where to find the new 
page and still allow the old layout to be removed from the server (for a 
cleaner directory tree/CVS checkout).
