I think, we shouldn't start with copy, move, we should start with
completely new directories.

what's with use of databeses or includes (.shtml)-files

none of them, we should just use a good 404 which gives a short
overview on where the user _could_ find pages of the old categories in
the new ones.
my proposals for a new structure are:
- use of full english words for files, if we are able to use long file
names, no abbreviations
- _three_ general navigation categories, which can contain same
documents: end-user (i know, mozilla is no browser for end users, end
users should use beonex, ns 6 or k-meleon... :-), developer and
web-developer
- use of subdirectories!!
- directory structure just like the future usenet-structure
