That's a sweeping generalisation that doesn't hold up. And, if
documentation changes infrequently, there's all the more need to have a
DB-driven comments system, so people can correct glaring deficiencies
simply and easily.
What we have currently is a static, infrequently-changing, non DB-driven,
non-interactive site - and it sucks. For lots of reasons other than the
above ones, but those are some of them.
