Following that guideline, `Internet Options ...' in Internet Explorer's
`Tools' menu shouldn't have an ellipsis -- but it does have one, and
rightly so.

Further on:

| consideration the command's intended action, the wording of the
| command, or, for menu items, the wording of the command's parent menu

So if `Properties' is in the `View' menu, it shouldn't have an ellipsis.
But if it's in the `Edit' or `Format' menus, it should.
