IIRC, in VC++, the properties windows is not a dialog, but a normal, non-modal window - it is desgined so it can stay open all the time. Also, the contents are sensitive to the currently selected item. So, the menu item itself does, in a way, nothing more than opening that window. But it's long ago that I used Visual Studio...
