Microsofts guideline is correct, and given that this is a recent document
and they've spent a whole paragraph to it, it's not an accident.

Microsoft has a history of badly following guidelines, even their own...

If a window should pop up asking for which part of the program the user
wants to edit properties, it should have an ellipsis, otherwise not.
