I think you are technically correct, but it was just an official party
line to appease the W3C (and Web developers growing increasingly aware of
the need for cross-browser standards). By the time Netscape 4 shipped,
it was obvious to the brain dead that Microsoft's involvement with the
W3C had elevated that organization to a position of credibility and
strength in Web developers' minds, and the Netscape could no longer 
cavalierly dismiss the W3C (as it had done). The demonstrations of LAYER
remained in place on the Netscape site for quite some time, and Netscape
remained quite subdued about the status/legitimacy of the misfeature.

Netscape's "deprecation" of LAYER was half-hearted at best.
