Quirks mode is for the millions and millions and millions and millions
of web pages already out there will be made imediately unusable if there
is not one. It will take time and years and years and years to switch
over to the new code. It not going work like "okay all web pages all
over the world will use html 4 effective 11:59:59 pm June 30, 20001". It
just doesn't work that way. You'll be luck to all pages changed to new
standards in 10 years. In the US Maybe. but we are talking world wide.
