Maybe the terms Upgrade and update are being confused.

When we went from Navigator 3.0.x series to Communicator 4.0.x Series
That was an Upgrade.

when we went from Communicator 4.0.x to 4.5.x That was an upgrade. when
we went from 4.5 to 4.6 to 4.7 they were updates. according to Netscapes
update/upgrade scale. any change of .5 or less is considered updates.
(4.0.8 to 4.5 was an update) .6 or above are considered Upgrades.

So by their definition 6.0 is an "Upgrade".
