yes, but people who don't use composer don't know this and this problem
would be solved if an installation method is given to the user, which
just wouldn't show up composer in the ui - the component bar, the Tasks
menu the composer prefs and so on, but install the core composer files.
e.g. if then the user chooses to not install Mail/News AND composer
there is no need for an component bar in every browser window.
with this possibility all users would be content and this shouldn't be
much work, should id?
